      How to use a grid tie inverter with battery and wind turbine ?

If the user want to use a wind turbine to charge battery first , and output excess power to the grid , we suggest the battery function grid tie inverter(solar power GTI ,battery function ) . the wind inverter can not work with battery well .

   What is the dump load controller/resistor ?

The dump load controller/resistor is used to protect the wind turbine and inverter . if the wind speed is too fast , the voltage will be high , it will work to reduce the wind turbines running speed and voltage .
